軍拡は加速、分配は貧弱
22年度政府予算案

  岸田内閣は「成長と分配の好循環」をうたう。だが、成長予算の大半は経済・社会のAI・デジタル化へ投入。グローバル企業の競争力強化のためだ。帰結は一層の格差拡大でしかない。

  22年度当初予算案は107兆6千億円で過去最大。しかも21年度補正予算36兆円と一体の「16カ月予算」として編成され、合計143兆円を超える。 

  そもそも補正予算は「特に緊要となった経費の支出」のためにある。当初予算との一体化は、補正予算の「第2の本予算」化であり、財政法に反する。早急な是正が必要だ。 

消費税引き下げよ 

  歳入では税収を過去最大の65兆円超、新規国債発行を21年度当初を下回る37兆円弱とした。経済成長を過大想定し、税収増で国債発行を少なく演出したのだ。 

  税収の内、消費税収は21兆5730億円を見込み、所得税や法人税を超える。消費税は20年度から最大税目となり、大衆消費課税を基幹とする税収が構造化。消費税率引下げが喫緊の課題である。 

  不戦・非武装こそ 

  「16カ月予算」の恩恵は防衛省に。補正と当初予算を「防衛力強化加速パッケージ」と命名し、合計金額は6兆1千円超の巨額に。 

  敵基地攻撃能力に繋がる長射程ミサイル開発に力を入れ、能力向上型12式対艦誘導弾開発には393億円を投じ、地上発射型に加え艦艇と航空機からの発射型に着手。また「ゲームチェインジャー」の最先端技術開発に2911億円を。 

  これらは周辺各国の新たな軍拡を招くだけ。私たちは、非戦・非武装の憲法9条を掲げ、軍拡加速路線に対抗する。 

  沖縄分断を許さず 

  当初案での沖縄関係予算は2684億円で、昨年度から326億円もの減額。とくに県が自由に使える一括交付金は219億円も減り762億円に。一方、県を通さず直接市町村に交付する特定事業推進費は概算要求通りの80 億円に。 

  今年は1月の名護市長選、秋の県知事選など重要な自治体選挙の年。これを睨み、盾つく玉城県政にムチを、従順ならアメを与える露骨な差別・分断予算だ。 

非正規雇用規制を 

  補正でコロナ対策を含め18歳以下一人10万円給付、当初で看護・介護労働者等の賃金3%アップ、また「労働移動の円滑化」等として補正と当初で計2043億円を並べた。実に貧弱な「分配戦略」である。今日の貧困と格差の解決には、法的に非正規・不安定雇用を規制・制限すべきである。

No. 1241 Fiscal 2022 Draft Budget

The Kishida government proclaims ’a good economic performance with a growing cycle and fair distribution’.

Looking at the draft budget, however, the majority of allocations go to the AI and digitalization sectors of the economy and of the society. The idea is for enhancing competitiveness of global enterprises. Consequences – will come, solely, to further polarization of the society.

ACCELERATED GROWTH OF MILITARY BUILD-UP WITH POORER DISTRIBUTION TO PEOPLE

The original figure of the fiscal 2022 budget counts 107 trillion 600 billion yen, the largest in history. In addition, the number is added by the supplementary budget account approved in 2021, in a total of 16-month plan, going up to 143 trillion yen in the sum.

Now let’s look at the supplementary budget; it is defined as expenditure of immediate necessities. A combination of the original account and the supplementary one constitutes a second fiscal plan, which violates the finance laws. Immediate corrections are needed.

Reduce the consumption tax rate!

The revenue counts 65 trillion yen, the history-biggest tax collection, added by the newly-issued government bond, which is calculated as approximately 37 trillion yen, which is lower than the original figure in the fiscal 2021. The Kishida government, assuming economic growth in an excess estimate and seeing the tax revenue increment, shows its bonds in a smaller scale.

Let’s look at the breakdown of tax revenue: the consumption tax is estimated to occupy 27 trillion 573 billion yen, which exceeds the returns of income and corporate taxes. As for the consumption tax, it has occupied the highest rank of the revenue items since the fiscal 2020, forming a financial structure based on the mass collection of consumption tax. It is urgently required to get down the tax rate.

Important duties – maintaining neutrality and not going to war

The Ministry of Defense is the biggest beneficiary of the 16-month money plan. It calls the supplementary budget added by the original 2022 plan ‘a package to intensify and hasten the defense capabilities’, enjoying over 6 trillion and 100 billion of tax money.

It will intensively develop long-range missiles, which leads to advancement of capacity to attack enemy’s bases, and invest 39.3 billion yen of tax money in maturing the 12-type anti-submarine guided-vehicles. The ministry has started to diverse launching capabilities to vessels and aircraft, adding the current ground-launching ability. It will spend 291.1 billion yen to develop the cutting-edge technologies as a game changer.

These moves only bring new military competitions of neighboring countries. The Japanese people have the Constitution, under which Article Nine proclaims ‘No war and No armament of the country’. People will counter the government’s moves to hurry up military build-up.

Don’t divide Okinawa!

The budgets for Okinawa are set as 268.4 billion yen in the original plan, which is lower by 32.6 billion yen from that of the fiscal 2021. The government’s comprehensive grant, which the local government can spend freely, in particular, has decreased to 76.2 billion yen, a reduction by 21.9 billion yen. Meanwhile, however, the money for the special projects promotion that is distributed directly to each village, town and city and can be used without consent of the Okinawa’s local government is approved as the central ministries and agencies demanded, which counts 8 billion yen.

This year has several elections in Okinawa, including a mayor’s one in Nago City in January and another for governorship in autumn. The Kishida government’s budget scheme constitutes a plain discriminatory and a divide-and-conquer style: if the Tamaki government resists, a stick is given, and if it is obedient, a carrot.

Regulate irregular-type of employment!

In the supplementary budget several plans were approved, including payments of 100 thousand yen in cash to every person under 18-year-old of age and a 3% salary increase for workers in the medical and elderly care sectors as the pandemic-related programs, and an estimate was made to ‘facilitate transfer of labor force’. The total is 204.3 billion yen, a very poor ‘distribution project’. Today prevail poverty and inequality. In order to resolve them it is necessary to take legal actions; to regulate irregular employment and rectify unstable working environment.
