大失敗が見える大阪万博

　　いよいよ４月13日の開幕までわずかとなった大阪・関西万博。ところが、目玉パビリオンの建設工事が終わらず、関係者から「開幕に間に合わない！」と心配する声、悲鳴が上がっている。

　　「維新の会」の本拠地・大阪で維新の終わりが始まっている。終焉を決定づけるのが間もなく始まる大阪・関西万博だ。　

　　３月24日の報道では参加国が独自で建設する海外パビリオン42館のうち外観の「完了証明」を７割が受けていない。内装や展示はこれからで、工事をしながらの開幕となる。　

　　24時間の工事体制で遅れの挽回を図っているが、そのしわ寄せは現場に集中し、作業員の疲労困憊による労働災害が心配される。

　ウソとトラブル　

　　会場建設費は２倍に膨れ上がり、来場者２８２０万人の見込みは「妄想」とまで言われている。　

　　入場者を確保しようと府内の小中学校に無料招待を打ち出したが、多くの自治体は困惑気味で吹田市、交野市など複数の自治体が不参加を公表している。　

　　不参加の理由で最大のものが安全性への不安。夏場の熱中症に加え、会場の夢洲はもともと有害物質を含めたごみの最終処分地だ。　

　　ＰＣＢ、カドミウム、六価クロムに加え、昨年爆発事故を起こしたメタンガスは毎日２トン近く発生、人を殺しかねないヒアリも大量に確認されている。

　　多額の税金を投入して機運醸成を図ってきたが、半年だけのシンボル・木造リングに３５０億円、木材の多くがフィンランド産と判明し、海水による護岸の浸食などウソとトラブルが続き、白けるばかりである。　

大赤字は必至に　

　前売り券は目標の半分しか売れず、その大半は協賛企業への押付けだ。そのチケットの一部は、金券ショップで売買されているという。　

　　経済効果どころか大赤字は必至だが、その責任を国にも担ってもらおうと今国会で25 年度予算案に賛成した。税金にたかる姿を露わにした維新に、支持率は急落している。　

　　維新の不評は万博だけではない。「万博よりもＩＲ（カジノ）が主目的」と明け透けに語る松井一郎元大阪府知事。お隣兵庫県の斎藤元彦知事が内部通報つぶしとパワハラで犠牲者を出して批判を浴びているが、府の財政課長だった斎藤氏を担ぎ出したのは維新。　

　　その斎藤氏の再選挙で、大量のデマ情報をＮ党の立花孝志氏に提供したのも維新県議だ。維新政治との決別こそが大阪の再生の道だ。

No. 1398 Osaka Expo Will Fail Devastatingly

The Osaka & Kansai Expo will start soon, opening on April 13. However, construction job in some of the pavilions, which are main venues, have not been completed. ‘It is too late’, stakeholders cry, worrying and lamenting.

THE ISHIN PARTY SHOWS ITS END, TOO

Osaka is the base of the Ishin-no-kai (Association of Renovation) Party. And herein Osaka its end has already begun. It is the Expo 2025 Osaka/ Kansai, which will open soon, that will lead the Ishin to its termination.

According to reports released on March 24, out of the 42 pavilions of official foreign participants 70% of them have not finished exterior jobs of their pavilions and not yet been certified as ‘completed’. Their interior jobs and arrangements for exposition will go together with the construction jobs.

The construction job is being done on a 24-hour-a-day-basis to catch up, but its adverse effects are intense in the construction sites where workers are exhausted, getting caught up in labor disasters.

Lies and troubles

The construction cost has doubled. The number of estimated 28.2 million of visitors is now regarded even as a fantasy.

The Expo authority proposed to issue free invitation tickets for boys and girls of elementary and junior high schools in Osaka Prefecture in order to secure visitors. But many of the municipalities are embarrassed. Some local governments, including those of Suita City and Katano City, have announced that they will not participate.

The biggest reason for not-participating lies in anxiety about safety; in addition to worrying about heat stroke in summer time, they feel sorry for location itself, Yumeshima, which used to be a waste disposal site, including hazardous materials.

They are PCB, cadmium, and hexavalent chromium. Methane gas, which caused explosions last year, is generated in a volume of nearly 2 tons a day. Red imported fire ants, which may kill people, are detected massively.

A lot of tax money has been spent to ferment festive atmosphere; 35 billion yen was invested in the wooden ring, the largest wooden architectural structure, which is a symbol for half a year period. Later, it was proven that most of the wood comes from Finland. Erosion was found in the protective banks due to sea water. Lies and troubles emerge, which has only spoiled people’s interest.

Big deficits

Sales of advance tickets have narrowly reached a half of the target figure, and most of them have been sold coercively to participating companies. Some of these tickets are traded by ticket resellers, people say.

The Expo does not bring economic effects, but big deficits. The Ishin voted in favor of the fiscal 2025 budget, hoping that the state government, too, will owe financial responsibility. A support rate toward the party has fallen rapidly today as voters see it sponges on tax money.

A bad reputation about the Ishin party is not limited to the Expo. As former Governor of Osaka Matsui Ichiro clearly says, it is casino (=Integrated Resort), that they are more interested in or they regard as ultimate goal.

At the moment Governor of Hyogo Prefecture, a neighbor, Saito Motohiko is being harshly criticized for his squeezing of inside information and his abuse of power which has produced victims. He used to be a chief of the financial section of the Osaka prefectural office. And it is the Ishin that recommended Mr. Saito to be elected as Governor.

Mr. Saito was reelected as Governor of Hyogo. A massive amount of false information was released during his election campaign by Mr. Tachibana Takashi, who belongs to the NHK Party (=Party to Protect People from NHK). And it was one of the local prefectural assembly members of the Ishin that had given such information.

Cutting off relations from politics of the Ishin – this is a right way for Osaka to revive.
