ガザの停戦「合意」

 
パレスチナ自治区ガザのイスラム組織ハマスは10月9日、イスラエルとガザ地区の戦闘終結・人質解放へ「第一段階」の和平案に合意したと発表、仲介したトランプ米大統領らに謝意を示した。

合意順守の保証を 

  イスラエルとハマスの合意は、トランプ米大統領が示したパレスチナ自治区ガザでの和平計画「第一段階」で停戦、ハマスは人質全員の解放、イスラエルはパレスチナ人収監者の釈放、ガザへの人道物資の搬入拡大だ。 

  ハマスは、「(パレスチナ人の)偉大な犠牲によりイスラエルの占領と追放を阻止してきた」とする声明を発表した。一方でハマスは、トランプ氏やアラブ諸国などに対し、「イスラエルが合意内容を守ることを保証するよう改めて要請する」としている。 

  イスラエルのネタニヤフ首相は、「勝利だ」と主張、9日にも閣議を招集し、合意を承認すると発表した。 

合意崩壊の危険性 

  国連のグテーレス事務総長は8日発表の声明で、仲介に尽力したアメリカやカタールなどに謝意を表明した上で、「関係者全員に対し、合意条項を順守するよう強く求める」と強調。すべての人質の解放や戦闘の完全な停止を改めて訴えた。 

  事務総長声明は、停戦合意が人質解放と一時停戦に合意したに過ぎず、ガザの戦後統治やイスラエル軍のガザ完全撤収など重要な争点にイスラエルが触れていないからだ。 

  ネタニヤフ首相が、一貫して「ハマス壊滅」を主張し、戦後の統治にハマスの関与を認めていないこともある。 

  これまでも一時停戦と人質解放に二度合意しているが、ハマスが人質を解放しても、イスラエルが攻撃を再開し、その都度停戦は崩壊してきた。 

国際監視の継続を 

  今年9月には国連人権理事会の独立調査委員会がイスラエルによるジェノサイドを認定。また、英仏加のG7国をはじめベルギーなどが新たにパレスチナを国家として承認、160カ国となった。 

  和平計画「第一段階」合意に、ガザ住民やイスラエルの人質家族は喜びを爆発させ、世界中から歓迎の声があがっている。ガザ戦闘は開始から2年を経て、終結への重大な局面を迎えた。 

  合意を一時的な停戦に終わらせず、完全停戦、恒久的で包括的な和平の実現につなげるには、パレスチナの自治権を含む2国家併存に進むほかなく、国連と国際社会の関与と引き続く監視・圧力が必要だ。(10月10日記)

No. 1424 ‘Agreement’ on Ceasefire in Gaza

On October 9, the Hamas, a Moslem organization in the Gaza Strip, the Autonomous Region of Palestine, announced that it had reached an agreement with the Israeli authority on the ‘first stage’ to end combats in the Gaza area and release hostages. The organization thanked President Trump and other leaders for mediation over the conflict.

COMPREHENSIVE PEACE MUST BE PREVAILED FIRST

Guarantee is necessary to observe arrangements

The agreement concluded by Israel and the Hamas specifies the both sides shall cease fighting on the first stage of the peace plan in the Gaza area in Palestine, which was proposed by US President Donald Trump. The Hamas will free all the hostages, while Israel will release detained Palestinians and permit greater passage of humanitarian materials to Gaza.

The Hamas has announced a statement, saying that ‘thanks to tremendous and great sacrifices (of Palestinians), we have been capable to obstruct the Israeli occupation and expulsion.’ Meantime, the Hamas has declared to request again Mr. Trump and Arab nations to ‘ensure that Israel could observe the agreed steps.’

Prime Minister Netanyahu, however, insisting ‘Israel has won’, announced that he would call for a cabinet meeting as early as October 9 to approve the agreement.

A possibility of collapse of agreement

On October 8, Secretary General of the United Nations Guterres emphasized in the statement released on the day, expressing gratitude to the United States and Qatar which had worked sincerely on mediation, that ‘all of the relevant parties are strictly requested to observe the clauses in the agreement.’ He reiterated again that all the hostages should be freed and that ground battles should be completely halted.

The statement of the UN’s General Secretary says in that way, because the armistice agreement means just release of hostages and temporary ceasefire, instead of governance in Gaza following the war and full withdrawal of Israeli military, which are the critical conditions but Israel does not touch upon.

Prime Minister Netanyahu has insisted to ‘completely destroy the Hamas’ and does not consent to a policy that allows the Hamas to engage in governance following the war.

Until now there have been two agreements on temporary ceasefire and hostage release; once the Hamas freed some hostages, while Israel resumed attacks. In either case of them armistice collapsed.

Keep international surveillance efforts!

Last September the Independent Investigation Committee of the United Nations Human Rights Council (UNHRC) acknowledged genocide by Israel. The governments of the United Kingdom, France and Canada have recognized Palestine as a state. The total number of the nations which recognize Palestine counts 160.

The Peace Plan ‘first stage’ Agreement has triggered bursts of great joy among residents in Gaza and Israeli families whose relatives are hostages, and peoples of the rest of the world raised voices of welcome at the same time. It is two years since the ground battles were waged in Gaza. People face a critical moment toward the end of war.

The agreement must not be dealt with in a context of a provisional armistice, but it should be led to complete end of military actions and eternal and comprehensive peace. In order to attain the goal, there is no other option to go to the policy to establish two states, including autonomy of Palestine. It is indispensable for the United Nations and the international community to keep surveillance and pressure. (dated October 10, 2025)
