戦後最悪の高市政権発足 

  日本維新の会に補完された高市政権の発足は、敗戦後80年の政治的中間決算であり、9条改憲を軸に戦後日本のあり方を変える出発点だ。近い解散・総選挙も想定され、護憲派の結束が求められる。

すべてが表面化し 

  自民党と維新の連立合意はあからさまだ。衆院議員定数1割削減、「安保3 文書」の26年末までの改定(軍事費43兆円の25年度補正での達成)、武器輸出規制「5類型」の廃止(26年通常国会で)、原子力潜水艦保有など戦争準備の加速。 

  男系男子皇位継承の「皇室典範改正」、「日本国国章損壊罪」制定(26年通常国会で)、選択的夫婦別姓を否定し、「旧姓の通称使用の法制化」などの家父長主義浸透工作。スパイ防止法案の年度内の検討、日本版CIAの「対外情報局」創設など、治安・反対派対策などだ。 

  そして憲法9条改正と緊急事態条項創設に向け、両党の条文起草協議会を設置(9条は今国会中から維新の9条改憲案を元に議論。緊急事態条項は26年度中に条文案を国会提出)。自民党が公言をはばかってきたものが全て表面化した。 

  だが、9条改憲を実行する条件はない。衆院では立憲民主党が野党で圧倒的多数を占め、参政党は3議席にすぎない。2年前の「民意」であり、今年の参院選で国民・参政を押し出した「民意」を反映する議席にする必要がある。改憲派は、立憲民主党を揺さぶりながら総選挙で発議の条件を整えようとするだろう。 

  切迫した情勢にもかかわらず、玉木政権を目指した立憲・野田佳彦代表の対応はよくなかった。玉木雄一郎氏から「基本政策」転換を求められ、安保法制と原発での立憲民主の動揺をさらけ出してしまった。「国民のいのちや財産に直結する安保政策は首相ポストより重要」と迫る玉木代表に、「だからこそ安保法制は問題だ」と切り返しただろうか。

立民は覚悟決めよ 

  立憲民主は覚悟を決めてほしい。部分利益ばかり追っているとその実利も帳消しになる。国民民主はスパイ防止法も定数削減も高市政権に協力を明言している。高市政権とその翼賛「野党」に対抗して、共産党・社民党・れいわなどに連携を呼びかけてほしい。そうでなければ支持者は失望し、選挙で後退するだろう。 

  護憲派の共同を実現するには、まずは社民党と新社会党と市民の共同を急ぎ確立しなければならない。平和を脅かす勢力の正体はさらけだされたのだから、急がねばならない。

No. 1425 Takaichi Government Inaugurated – the Worst after WWII

The Takaichi government was launched, accompanied by the Nippon Ishin-no-kai party=Japan Innovation Party. The administration, marking the 80th year after the defeat in WWII, reveals itself as a political consequence of these years in a provisional term. This means a starting point to the governing elite to change this nation on the pivot of amending Article Nine of the Constitution, which specifies renunciation of wars and non-possession of armed forces. Dissolution of the cabinet and consecutive general election may come soon. Pro-Constitution forces must be united to get ready.

WHAT WE SHOULD DO IS CRYSTAL CLEAR!

All evils have been surfaced

The Liberal Democratic Party (LDP) and the Innovation Party =Ishin will lead a coalition government with an agreement, apparently showing their intention: a 10% reduction of the seats in the House of Representatives, revisions of the so-called three national security documents by the end of fiscal 2026 (to achieve a military budget accounting 43 trillion yen to be supplemented in the fiscal 2025), abolishment of regulations on export of weapons, the Classification 5, in particular (to be approved in the ordinary session of the Diet in 2026), and possession of nuclear submarines. These plans will accelerate preparations for wars.

The new administration will revise the Imperial Household Law, which stipulates male ascendancy in the emperor succession, enact a law which criminalizes destruction of national emblem (during the 2026 ordinary Diet session), and reject a choice of family name after marriage, instead the government wants to ‘legislate informal use of former surname’. The agenda represent paternalism, which will be permeated into people. The Takaichi government will study a bill for prevention of espionage until the end of the current fiscal, and create an ‘agency for external intelligence’, or a Japanese-version CIA. These schemes indicate their zealousness on national security and suppression of anti-government forces.

In addition, the ruling two parties will set up a coordination committee to draft articles of constitution so that Article Nine of the Constitution may be replaced with another clauses to cope with emergencies (concerning Article Nine, debates will begin during the current Diet session on the basis of the draft text compiled by the Ishin, and as for clauses for emergencies, a draft text will be presented to the Diet during the fiscal 2026). Now we can see all the issues clearly that the LDP has held back.

However, there is no condition to rewrite Article Nine of the Constitution. In the House of Representatives, the Constitutional Democratic Party (CDP) sits in the opposition camp, enjoying an overwhelming majority, while the Sansei-to (=Party of Do It Yourself) has only three seats. The power balance reflects a two-year old ‘popular will’, and therefore the Sansei-to needs to increase its seats in order to represent ‘popular will’ of today, or a social atmosphere which pushed up the Sansei-to and the Kokumin (=Democratic Party for the People=DPP). Constitution-amendment forces will work to propose rewriting the Constitution in the general election, pressurizing the CDP.

In spite of the harsh conditions, President of CDP Noda Yoshihiko did not behave rightly, though he had planned to set up a government led by Mr. Tamaki of the Kokumin. When Mr. Noda was asked by Mr. Tamaki Yuichiro to change his ‘basic policy line’, he inadvertently displayed his restlessness. If President Tamaki had pressured Mr. Noda, insisting that ‘security policies are more important than a position of Prime Minister as they directly impact on people’s lives and properties,’ could Mr. Noda have answered cleverly, saying ‘that is why the controversial documents on national security are so defective?’

The CDP should be resolute

We hope that the CDP should have a strong resolve. If it seeks only for pragmatic, partial interests, they will be annulled, too. As for an espionage law and a policy to reduce lawmakers, the DPP visibly shows a cooperative stance with the Takaichi government. We hope that the CDP will call for unity to the Communist Party, the Social Democratic Party and the Reiwa Shinsengumi party to counteract the Takaichi government and its allies called ‘opposition parties.’ If not, voters get disappointed and the CDP will retreat in the elections.

Our urgent task is to unite pro-Constitution forces; the Social Democratic Party and the New Socialist Party as well as civic groups must set up a joint entity. Who threatens peace? – that is evident. We must get hurried.
