総選挙で党の裾野拡大へ

秋期闘争方針の全党討議を

  軍事大国・戦争国家へ暴走する自公政権にストップをかけるため新社会党中央本部は、秋期闘争方針「総選挙準備を通じて護憲勢力を拡大、党の裾野を広げよう」の討議を全党に要請している。 

  解散・総選挙は、早ければ今秋から年末とも想定され、25年夏には参院選挙がある。岸田自公政権の軍事大国への暴走にストップをかけ、憲法改悪を阻止するために正念場の闘いであることは、私たち誰もが共有する。 

進路を変える悪法

 
今年の通常国会では、防衛財源確保法はじめ防衛装備品生産基盤強化法や改定入管法、改定原子炉等規制法など日本の進路を大きく変える悪法が強行された。

  さらに毎週のように開かれた憲法審査会では、衆院議員の任期延長に関する緊急事態条項創設について改憲4党(自公維国)の合意形成が進み、次の臨時国会で条文案の策定が議題に上ろうとしている。自民党は、緊急事態条項を改憲の〝突破口〟にと企む。 

  一方で政権は、「敵基地攻撃能力」を保有し、世界第三位の軍事大国化・戦争する国へと変貌させようとしている。憲法が規定する平和国家は、歴史的転換点に立っている。

私たちは7月の第29回党大会で次期衆院選は、①小選挙区では立憲野党共闘の実現に努力し、その勝利に全力を尽くす、②ブロック比例は新社会党籍を持って社民党名簿に候補者の登載が出来ないので、社民党の政党要件確保に全力を尽くす、と確認した。 

  しかし、立憲野党の共闘は大きな困難の中にある。立憲民主党が日米安保体制を基軸とし、「軍事力による抑止力」をもって日本の平和を守るという安全保障政策を基本としているからだ。 

非武装・中立の旗 

  武力で平和はつくれないのであって、武力による抑止力論を克服し、戦争準備・軍拡を阻止し、「新しい戦前」を食い止める平和勢力の結集こそ必須であるが、立民の安保政策では軍事大国化を止めることは困難である。 

  立民を立憲野党共闘に踏みとどまらせるためには、「非武装・中立(非同盟)」勢力の存在と前進がなくてはならず、立憲野党共闘の再構築のための絶対的条件とも言える。 

  だからこそ新社会党は、社民党と共に「非武装・中立」の旗を高く掲げ、不戦の力を総結集することを強く訴える。 

  今問われているのは、5年~10年の展望に立って闘う全党の構えと、その具体化に向けた意思統一の取組みである。

No. 1326 Let’s Discuss Our Tasks for 2023 Autumn

The Central Headquarters of the New Socialist Party (NSP) has announced policies for the period of 2023 autumn, ‘Let’s Fortify Peace Constitution Supporting Forces through Preparatory Works for General Election and Enhance Party’s Basis’. That is to prevent the Japanese government led by the ruling bloc of the Liberal Democratic Party (LDP) and the Komeito Party from running violently to be a military power and waging a war against others. The NSP calls for all party members to achieve our tasks.

LET’S EXPAND PARTY’S BASIS THROUGH GENERAL ELECTION!

A general election is to be held in autumn or in late December according to an estimate, following dissolution of the parliament by the premier. The Upper House will have its election in summer, 2025. We, all the NSP members, share a notion it is the very moment to struggle so as to halt the violent moves staged by the LDP-Komeito coalition government of Premier Kishida Fumio and to defend the Constitution, which prohibits a war as a means to settle international conflicts.

Legislation to worsen a future course of the country

The Diet’s ordinary session of this year has closed, during which many laws were enacted with force of the majority which could fundamentally alter a future path of the country. They are, firstly, the Act to Secure Financial Sources for National Defense, followed by the Act to Enhance Production Basis of Defense Equipment Industries, the revised Immigration Act and the revised Act on Regulating Nuclear Reactors and Relevant Equipment.

In addition, meetings of the Commission on Constitution were held almost every week in which an agreement has been almost reached among the four parties over the creation of emergency clause that will allow to lengthen term of office of lawmakers of the House of Representatives; they are the LDP, Komeito, Ishin and Kokumin bloc, which insists on amendment of the Constitution. They are planning to debate and arrange a draft text in the coming extraordinary session of the Diet. The LDP regards the introduction of the national contingency clause as a breakthrough for revising the Constitution.

Meanwhile, the Kishida administration is building up capabilities to attack enemy military bases, making this country be the third-biggest military power in the world. The Constitution prohibits Japan to stage a war, but the principle itself is on the verge of collapse.

The NSP held its 29th Party Congress in July, confirming our tasks for the coming general election of the House of Representatives that we should,
 
  1. Make efforts to field common candidates jointly supported by all opposition parties and civic groups for the constituencies and work for their victory, and
  2. Make utmost efforts in the races through the proportional representation channel so that the Social-Democratic Party (SDP) will maintain its legal status as a political party, since an NSP candidate cannot be put on the SDP’s name list.

We face, however, a very tough phase as far as joint struggles of the opposition bloc are concerned: it is because, as for the national security policy, the Constitutional Democratic Party (CDP) takes a stance of ‘deterrence’ to maintain peace of this country relying on the US-Japan military alliance.

Facts say that military capacity cannot produce peace. Therefore, it is vital to organize peace-loving forces so as to overcome the deterrence theory based on military strength, to interrupt preparatory moves to warfare, discourage military expansion and to disturb vicious attempts to lead the nation to another version of the pre-war militarist state. But the security policy of the CDP does not work to block the way to a militarist nation.

It is essential for the bloc of supporters in favor of the rule of Unarmed Neutrality (no-aligned) to well exist and advance so that the CDP can stay within the opposition sphere. This is the very condition to reconstruct joint struggles of opposition political parties and civic groups.

For this reason, we, the NSP, raise the banner of Unarmed Neutrality together with the SDP and call people to work together to evade a war.

What is required today is our, or NSP’s, readiness to fight with a perspective of 5-10 years of span from now and engagement in unifying resolve of party members to achieve the goals in a concrete way.
